近日，环境保护部发布了《化学品环境风险防控“十二五”规划》。规划提出到2015年，要基本建立化学品环境风险管理制度体系，大幅提化学品环境风险管理能力，提防控行业、防控企业和防控化学品环境风险防控水平。

规划根据环境风险来源和风险类型的不同，三种类型58种（类）化学品作为“十二五”期间环境风险防控对。在防控行业方面，规划“十二五”期间将以石油加工、炼焦及核燃料加工业，化学原料及化学制品制造业，制造业，化学纤维制造业，有色金属冶炼和压延加工业，纺织业等六大行业以及煤制油、煤制气、煤制烯烃、煤制二甲醚、煤制等新型煤化工产业为防控行业。

规划还规定了防控区域和防控企业。根据规划，防控区域是指化学品生产使用企业数量较多、化学品生产使用量较大、地理位置环境较为的区域，“十二五”化工行业规划发展的区域，风险防控基础设施和措施尚需进一步提的区域，对化学品风险防控水平提具有示范、带动意义的区域。

2013 年，ISO14000环境保护部将组织开展防控区域名单的工作；防控企业是指具有较大环境风险和潜在危害的生产、使用、储存和排放危险化学品的企业。ISO14000环境保护部负责组织开展防控企业名单的工作，各省可设立省防控企业名单。

对防控区域，规划将通过严格园区入园标准、加强环境风险基础设施建设、提区域水平、健全园区性管理制度等措施，提区域范围的风险防范和应急水平，降环境风险； 对防控企业，规划将通过搬迁改造、实施ISO14000环境管理登记、开展清洁生产审核、加强监测、完善应急体系等措施，提防控水平，降环境风险。
